We are seeking a dynamic Proposal Manager to lead and coordinate the development of high-quality proposals within the heavy civil construction industry. This role offers the opportunity to manage a small team while working closely with Business Development and Estimating teams to create impactful, client-focused proposals that showcase innovative solutions.

This role offers the opportunity to manage a small team while working closely with Business Development and Estimating teams to create impactful, client-focused proposals that showcase innovative solutions.
Key Responsibilities
- Oversee the end-to-end proposal process, from identifying RFP/tender opportunities to final submission.
- Develop and implement creative strategies to enhance the success rate of proposals.
- Manage a team of up to four direct reports, ensuring accountability and collaboration.
- Work cross-functionally with internal teams, providing leadership and direction as required.
- Contribute to cost estimating and participate in pricing strategy discussions.
- Draft and refine technical execution plans tailored to project requirements.
- Build and maintain relationships with clients throughout the RFP and post-submission processes.
- Drive continuous improvement in proposal methods, quality, and overall presentation.
- Monitor procurement platforms for new opportunities and collaborate with the Business Development team to track leads.
- Ensure consistency in branding and messaging across all proposals and supporting materials.
- 2+ years of leadership experience within a heavy civil construction environment is required.
- A minimum of 5 years experience managing complex proposals or multi-disciplinary projects.
- Degree or diploma in engineering, business, marketing, or a related field (or equivalent professional experience).
- Strong organizational skills with the ability to manage multiple projects and deadlines while holding others accountable.
- Proficiency in researching opportunities, analyzing project requirements, and working with subject matter experts.
- Exceptional communication skills, including conveying complex concepts clearly through text and visuals.
- The position supports hybrid or remote work arrangements within British Columbia, though occasional travel may be required.
- Salary: $110,000–$130,000 annually, depending on experience.
